As a step to ending ocean dumping of its sewage sludge and implementing a land-based sludge management program, NYC constructed sludge dewatering facilities at 8 water pollution control plants (WPCP). These use centrifuges to dewater sludge from 2.5% solids to 25% solids from all 14 NYC WPCPs.
Savin Engineers, P.C., provided construction inspection services for 5 of these facilities, which were designed to process 50-150 dry tons of sludge per day. Savin provided civil, mechanical, and electrical construction inspection at Bowery Bay, Hunts Point, Wards Island, Tallmans Island, and Oakwood Beach. Savin supervised the construction of new dewatering buildings including foundations, masonry, structural steel, HVAC, and architectural items. In addition to overseeing the start-up of the centrifuge units, Savin coordinated start-up procedures with the Owner and Contractors and preparation of punch list items.
